ABSTRACT:

This study investigates the role of English in enhancing digital education in North-East Nigeria, focusing on the sociolinguistic factors that influence access, comprehension, and engagement. Using a quantitative survey design, the study sampled 60 students across six tertiary institutions; two universities, two polytechnics, and two colleges of education. Data collected through structured questionnaires reveal that while English facilitates access to digital platforms and global resources, students with lower English proficiency face significant challenges. The study concludes that while English remains central to digital education, inclusive strategies such as localised content, multilingual support, and improved infrastructure are crucial for equitable access. Recommendations emphasise the need for language-sensitive digital policies, teacher training, and curriculum development that reflect the regionโ€™s sociolinguistic realities.

ABSTRACT:

Climate adaptation has become a primary priority today with countries in the Global South that are susceptible to climate and the multilayered social and economic inequalities. Despite the fact that the concept of adaptation is often talked about in the context of scientific and policy discussion as a technical or environmental issue, the findings of the paper are that the success of adaptation depends extensively on social institutions mediating the process of resource, power and knowledge allocation. The article is a qualitative meta-synthesis of case studies and peer-reviewed articles in Africa, Asia, and Latin America, which mentions three processes in the institution that reproduce the similar adaptation capacities in a systemic way, namely: gatekeeping, resource capture, and adaptive legitimacy. These processes reveal that the capacity of power systems in the local governance and traditional systems, the development institutions and market forms determine who is incorporated in the adaptation process and beneficiaries. As has been analyzed, the adaptation process is a process of relations and a contested process which has been influenced by historical inequalities, institutionalized practices as well as social identities. The conclusion of the article is that equitable and efficient climate change response is founded on participatory governance, transparent institutions and paying more attention to the knowledge and voice of the marginalized populations. It requires a greater sociological intervention of climate adjusting studies to impact policy that facilitates social justice and strengthens communities.

ABSTRACT:

Informal policing by community vigilante groups has become a serious player in urban and peri urban Nigeria particularly where the formal law enforcement agencies are under-stated or are limited. This paper will analyze the role these groups play in preventing crime, and providing security in the community, determine issues that limit their efficiency, and define their impact to formal policing. By using the mixed methods study involving surveys and in depth interviews in a sample of communities, the study analyzes the effectiveness of the activities of vigilante groups in operating in the informal economies. The evidence shows that these groups drastically decrease the number of petty crimes, burglaries, and insecurity, as they use the knowledge of the local residents, social cohesion, and prompt responsiveness. Nevertheless, they are not effective due to lack of proper training, formal regulation, insufficient resources, and infrequent violation of rights. This paper finds that to ensure sustainable crime control in the informal urban economies, it is important that the vigilante groups be incorporated within a controlled system of community- policing where they are well trained, monitored and coordinated with the formal police units. There are also policy recommendations and areas of further research.

ABSTRACT:

Akwa Ibom State ranks among Nigeriaโ€™s major oil-producing regions, contributing substantially to the nationโ€™s petroleum output. Despite its resource wealth, the state has witnessed persistent unrest and political instability driven by disputes surrounding resource ownership and revenue distribution. This study explores the nexus between resource control agitation and political instability in Nigeria, focusing on Akwa Ibom State, with particular attention to issues of economic marginalization and environmental degradation. Data were collected through a questionnaire survey administered to 399 respondents drawn from a population of 220,600 in Eket Local Government Area, a region significantly impacted by resourcebased conflicts. The data were analyzed using Pearsonโ€™s product-moment correlation to test the formulated hypotheses. Findings reveal that economic marginalization does not exhibit a statistically significant relationship with political instability, while environmental degradation demonstrates a strong positive correlation. The results suggest that environmental deterioration linked to resource extraction serves as a major catalyst for political unrest, surpassing economic inequality in its influence. The study underscores the importance of sustainable resource governance and environmental protection as vital tools for promoting peace and stability in Nigeria. It contributes to a broader understanding of how resource exploitation and environmental neglect intertwine with political dynamics, providing useful insights for policymakers and stakeholders.

ABSTRACT:

This study determined the extent to which ICT integration in school security management predicts principalsโ€™ job performance in private secondary schools in Akwa Ibom State, Nigeria. However, from the literature reviewed so far it was observed that the relationship between ICT integration in school security management and principals’ job performance has not satisfactorily given adequate attention in the context of Closed Circuit Television (CCTV), entry metal detectors, social net watchers, panic buttons and school bus tracking system in private secondary schools in Akwa Ibom State, Nigeria. This study aimed to bridge this gap by examining the relationship between these variables. A correlational research design was adopted while the population consists of all 476 principals of the private secondary schools in Akwa Ibom State. Krejcie and Morgan Table was used to determine the sample size of 214, while purposive sampling was used to sample only schools that have the ICT facilities under study. Two research instruments were used to elicit data for the study. Regression analysis was used to answer research questions and to test all the null hypotheses at 0.05 level of significance. Findings of the study show that integration of ClosedCircuit Television (CCTV), entry metal detectors, social net watcher and panic buttons had low positive but no significant predictive influence on principals’ job performance in private secondary schools in Akwa Ibom State. The result also indicated that integration of school bus tracking have moderate positive and significant predictive influence on principals’ job performance in private secondary schools in Akwa Ibom State. Based on the findings, it was concluded that limited ICT security integration in private secondary schools in Akwa Ibom state represents a significant vulnerability, increasing risk to students and staff. Therefore, urgent prioritization of ICT integration is crucial. It was recommended among others, that private school administrators in collaboration with parents should invest in ICT tools in order to ward off potential threats, and that public schools in collaboration with the government should adopt and invest in ICT as a matter of urgency.

ABSTRACT:

The reforms of bureaucracy play a pivotal role in enhancing service delivery in developing nations where the rising demands of transparency, efficiency and accountability have increased the pressure to institutionalize reforms. The current paper will analyze the latest trends, the ongoing challenges and upcoming opportunities of bureaucratic reform and their effects on the delivery of the public services. The study is based on policy documents, scholarly publications, and institutional cases to evaluate reform strategies including decentralization, digital transformation and collaborations between the government and other institutions in reference to a qualitative approach to research. The discussion is based on the Bureaucratic Theory by Max Weber that emphasizes on the significance of formalization, hierarchical structure and recruitment based on merit in facilitating good governance. Results indicate that despite the reforms which have brought new administrative practices and enhanced some of the service delivery processes, significant challenges still exist. These are prevalent cases of corruption, political interference, lack of an institutional capacity, and change resistance in the public agencies. However, there are positive outcomes that reforms with their focus on the citizen-centered governance, more effective accountability, and shared leadership are bringing. The study concludes that bureaucratic reform is necessary but at the same time it is complex and needs firm political commitment, flexible institutions, and learning. It suggests that the capacity building of civil servants should be ongoing, and especially digital literacy and technological competence should be focused, to make the process of switching to digital governance more efficient.

ABSTRACT:

Artificial Intelligence (AI) is significantly transforming second language (L2), particularly English (ESL), education. This paper examines AI’s current applications, potential benefits, and emerging challenges within ESL classrooms. Core AI technologies like Natural Language Processing (NLP), Machine Learning (ML), and Deep Learning (DL) power tools such as machine translation, AI writing assistants (e.g., Grammarly), chatbots, intelligent tutoring systems, and platforms like Duolingo. These tools facilitate personalized and adaptive learning experiences, providing immediate feedback, enhancing learner autonomy, and supporting skill development in grammar, writing, pronunciation, and conversation. Key established benefits include increased student engagement, motivation, accessibility, individualized pacing, and real-time analytics for progress tracking. However, the integration of AI presents substantial challenges. These encompass ethical concerns regarding data privacy, risks of student over-reliance on technology, potential misalignment with sound pedagogical practices, and teacher resistance stemming from fears of displacement or reduced control. Systemic barriers like high costs, infrastructure limitations, and insufficient teacher training also hinder adoption. The paper concludes by emphasizing the critical need for robust educational policies grounded in the OECD’s “Trustworthy AI” principles (lawful, ethical, robust). It provides targeted recommendations for legislators, AI developers, researchers, schools, and teachers to ensure AI is integrated into ESL education equitably, effectively, and in a human-centered manner, maximizing its benefits while mitigating associated risks.
